First check about the zip file downloaded, an error.txt containing "Key or level mismatch".
Then contact with Weichai Intekey team to change your account setting.
Then log out your account and re-login
when you login, If you have PDM account, use your PDM account and password, and select the "weichai" check box.
If you do not have PDM account or you can not login with your PDM account, use Baudouin public account and do not select the "weichai" check box.
After re-login, you can re-download your file in history requests, no need to re-submit decrypt flow.
